TITLE: Processing maritime information and conducting police operations at sea within an MEA framework

GENERAL DESCRIPTION OF TRAINING CONTENT
Theoretical training :
– Acquisition of the fundamental knowledge required to conduct police actions at sea: analysis of a surface situation, criteria for suspicion of high-risk vessels, coordination of players, communications between players, planning and programming of resources, crisis management, tactical aspects of intervention, legalization of findings, etc.
– Emphasis will be placed on defining the concept of State Action at Sea and its operational application in crisis situations, particularly within the structures of the ECOWAS Yaoundé architecture (with the support of CRESMAO).
Practical training :
– Supervised work based on scenarios to enable trainees to develop their responsiveness to the processing of maritime information requiring coordinated operational action as part of an integrated system.
– 4 days of exercises carried out in real-life situations, thanks to the information and interaction possibilities between the players identified in Yaris, daily production of a summary of maritime information of interest in the area, exchanges of surface situations, preparation of a daily briefing designed to inform the decision-making authority of the state of the threat.
Particular attention is paid to the coherence between theoretical teaching and practical work.
COURSE OBJECTIVES :
The aim is to bring together the main players in the Yaoundé architecture in order to propose structuring operating modes to optimize maritime surveillance and the conduct of police actions at sea, thanks in particular to the interoperability of the Yaris tool.
TARGET PUBLIC :
The call for applications will give priority to trainees working as operators assigned to Maritime Operational Centers (Coast Guard Operational Centers, Navy Operational Centers, Maritime Rescue Coordination Centers, Fisheries Surveillance Centers, Customs Operational Centers, etc.) or Multinational Maritime Coordination Centers (MMCC), or as magistrates investigating or prosecuting offenses committed at sea.
It will be useful to select officials who belong to AEM administrations recognized for their significant performance in the countries of the sub-region, to enable them to share their experience of the area.
Level of responsibility required: cat. A/B+, officer – naval officer/non-commissioned officer, head or deputy head of an operational unit tasked with coordinating maritime resources in the fight against trafficking or maritime threats. Particular attention will be paid to applications from female personnel.
Trainees must be able to use the YARIS system. They must also have a micro-computer that can connect to Yaris via a wifi connection.
This course will be given in French and Portuguese thanks to a simultaneous translation device.
TEACHING METHOD :
Presentations, debates, video-conferences, experience sharing;
Practical exercises carried out by 4 different groups of participants + group feedback.
REGISTRATION PROCEDURES
The call for applications will give priority to candidates who have taken part in an initial Yaris training course.
Candidates are proposed mainly by the AEM cooperant network, the ISMI network and the regional customs attaché network.
ISMI is responsible for validating applications.
