Maritime container targeting and control – Advanced / Level II

Theoretical training: Reminder of the fundamental rules governing the trade in containerized goods and the essential principles of risk analysis techniques, emblematic case studies, use of open-source databases.

Practical training: supervised practical work in groups (practical exercises involving the study of commercial documents, experience sharing and discussion, definition of the main criteria for suspicion in the sub-region, identification of regional or universal criteria).

The ISMI training container will be used at the end of a documentary targeting workshop; the practical study of caches likely to be fitted in a refrigerated container will be carried out as part of a visit to the Abidjan commercial port (fruit terminal).

COURSE OBJECTIVES :

The aim is to provide support to countries in the sub-region by offering practical workshops on container targeting, using a methodology based on risk analysis techniques adapted to the context of maritime trade in West and Central Africa.

This essentially technical course is designed to offer practical workshops based on the study of commercial documents, and to develop trainees’ knowledge of international trade.

The aim is to develop suspicion criteria relevant to the sub-region, in order to select sensitive containers and optimize physical controls. This process will demonstrate the rational nature of the risk analysis and container targeting method in the zone, and may help legitimize the principle of physical control vis-à-vis sometimes recalcitrant partners.

Particular attention will be paid to drug trafficking and fake, falsified or counterfeit medicines.

TARGET AUDIENCE:

The call for applications will give priority to trainees who have successfully taken part in Level 1 training, positioned in administrations in charge of control missions for goods transported by sea containers.

Applications from female staff are encouraged.

Trainees should be equipped with a micro-computer to take part in this training course.

This course is aimed at representatives from French, English and Portuguese-speaking countries.

  • Practical exercises carried out by several groups of participants, group feedback.

HOW TO APPLY

The call for applications will give priority to trainees who have successfully taken part in the Level 1 training course, and who work in administrations responsible for the control of goods transported by sea containers.

Candidates are proposed mainly through the AEM cooperant network, the ISMI network and the regional customs attaché network.

ISMI is responsible for validating applications.
